Purpose of meeting

The existing members of the Cantley Staithe Management Group wish to form a Charitable Association. To achieve this we are holding a meeting open to residents of Cantley, Limpenhoe and Southwood, at the above time and venue, to adopt our proposed constitution and for the existing members of the Management Group to become the first trustees and officers of the Charitable Association. You are welcome to attend, but voting will be restricted to those who are on the Register of Electors CANTLEY – GD2.



Agenda for Meeting

  • a) 7pm - Open meeting and brief report on Staithe progress to date.
  • b) Adoption of constitution
  • c) Adoption of present members of Cantley Staithe Management Group as the First Trustees and Officers
  • d) Hand over to Chair of Cantley Staithe Charitable Association
  • e) Adoption of additional rules
  • f) Set date for first AGM (to be held within 12 months of this meeting).
  • g) A.O.B.


Cantley Staithe Charitable Association

The Objects
  • (1) To establish, run and maintain Cantley Staithe.
  • (2) To facilitate and promote safe access to the river Yare to enable boating, fishing and other leisure and educational activities.
  • (3) To ensure this facility is available to people of all ages, abilities, incomes and ethnic origins.

The Constitution

Our proposed constitution is based on the GD3 model constitution available from the Charity Commission or from their website www.charity-commission.gov.uk. Copies of the constitution will be available at the meeting.

CANTLEY STAITHE PROJECT


ANNUAL REPORT 09/10 to Annual Parish Meeting 13th May 2010


The Cantley Staithe Project is now on course to be completed during August 2010 with an official opening on 18th September 2010 to which you will all be invited.


The planning application for developing the Staithe was approved by the Broads Authority on 8th July 2009.


As the deadline approached for Broadland Environmental Services Ltd (BESL) to start work in autumn 2009 it was decided to divide the Project into two phases. We were thus able to secure the grant from WREN, which would have expired in September 2009, and reach our new target of £270,500 with the successful application to Biffaward. This led to a stressfull autumn as all the conditions laid down by Biffa had to be met before BESL could start work.


BESL started work on 9th November 2009 and hope now to be completed during the second week in May 2010. Once BESL have issued their invoice we have the job of obtaining the money from WREN, Biffaward and Broadland District Council.


In the meantime Phase 2 of the Project was launched to fund the floating pontoon. I am pleased to say that this is now fully funded having obtained a 20% grant from Broadland District Council, a grant of £20,000 from the Broads Authority Sustainable Development Fund with grant provided by DEFRA and a donation of £123 from Hardley 100 Club. Keith Luxford has taken responsibility for the Pontoon and is liaising with Walcon.


We have set up the Cantley Staithe Management Group to take over the running of the Staithe once it is completed. This group is made up of seven volunteers plus representative members from the Reedcutter, the Sugar Factory, the Broads Authority and the Parish Council. The members of the Staithe Management Group have been meeting at intervals since January 2009 and are now about to hold a public meeting to adopt their agreed constitution to become a Charitable Association. This will enable the Parish Council to act as Custodian Trustee for the Staithe. Plans are already being drawn up ready to start operating the Staithe in August/September 2010. Next May I hope that they will be reporting directly to this meeting.


Our legal agreement with Elizabeth Holdings has been completed. We have agreed a draft lease with British Sugar, but are still awaiting the final copy to sign.


We have received two payments of £10,000 from the Broads Authority as well as £6,000 from the Environment Agency Fisheries. The third party funding of £5,116.60 was paid to Biffaward by the Inland Waterways Association and Broadland District Council.

Planting Proposals

The work by BESL of constructing the Staithe, slipway and Village Green Community area is now complete. The Broads Authority Project Team have now moved on site to seed the grass, plant the trees and shrubs and construct and fit the seating etc. Below is a link to the proposed planting plan and some photos.

STAITHE NEWS SPECIAL


CANTLEY STAITHE PROJECT-PHASE 1

Cantley Parish Council are pleased to announce that they have now reached an important milestone in the Cantley Staithe Project.


Work on the Staithe has now commenced.

In 2005 the Staithe acquired Village Green status and since then Cantley Parish Council has been working with the Broads Authority and other interested parties to develop a permanent and desirable village asset in the form of a Village Green Community area and Staithe with permanently open and free-to-use slipway. We now have funding in place of £270,000 which will enable us to complete Phase-1 of the Project which includes:-


  • establishing a landscaped Village Green Community area on the bank of the River Yare
  • providing a permanently open, free-to-use concrete slipway
  • providing a turning circle and access to the slipway as well as enhancing the access road to the Staithe.

Broadland Environmental Services Ltd started work on the main phase of the project in early November 2009 and hope to finish by the end of March 2010. This work includes moving the flood bank, piling parts of the quay heading and constructing the slipway, turning circle and village green area.


This will be followed by landscaping work including tree planting and the provision of noticeboards as well as surfacing the turning circle and resurfacing the access road. This part of Phase-1 will be managed jointly by the Parish Council and the Broads Authority.


The Cantley Staithe Management Group has been set up to oversee the management of the Staithe when it is completed. The group is made up of local volunteers plus representatives from the Reedcutter Public House, British Sugar Cantley Factory, the Broads Authority and Cantley Parish Council. They will be responsible for the allocation of the permanent moorings as well as the long term maintenance and day-to-day running of the facility. The Parish Council would like to take this opportunity to thank British Sugar, Elizabeth Holdings and the Reedcutter Public House for their assistance and cooperation in setting up the Legal agreements, for the use of their land and the access road.

CANTLEY STAITHE PROJECT – PHASE 2

We are now launching a separate appeal to raise £35,000 for the Floating Pontoon. The Pontoon is an important part of the overall Project. It will provide:-


  • access for fishing
  • access for all abilities including wheelchairs
  • free temporary moorings for users of the slipway
  • an income from permanent moorings to sustain the long term viability of the whole facility.

The provision of the Pontoon will complete the Cantley Staithe Project and provide a very useful amenity on the River Yare at Cantley to provide pleasure for many years to come.


Broadland Life Community Investment Fund have already promised us 20% of this target.

Planning permission was granted for the Staithe development on Friday 19.06.09 by the Broads Authority Planning Committee in a unanimous decision.
